But the game has changed of late, because publicly funded efforts of this size and scope are an increasingly tough budgetary sell with taxpayers.  Facility owners need to strategically master plan their athletic campuses, extending 10-15 years into the future and dividing the work up into annual, affordable chunks.

A meaningful master plan should include:

• Field maintenance standards / strategies

• Ongoing future improvements

• Reorganization, mixed use, circulation

• Long-term water needs and management

• Efficient sharing of campus accessories

• Phasing for construction / maintenance

• Alternative implementation opportunities

• Multiple-year budgeting
